A Monstrous Body
Appearance: Oscar is a lanky young man with dark green hair pulled back into a medium length, very fluffy ponytail, and bright blue eyes. He is almost always smiling. On the back of his hands are two large eye-like marking, usually covered by white gloves when he is trying to be covert. He usually carries a notebook with many pages torn out of it, containing a small, old-fashioned ink pen with the tip stained a brownish red.
He tries to dress like respectably, but fails at it due to his lack of fashion sense. He wears a dark brown trench coat over a black T-shirt with the comedy mask of drama inscribed on it in white. He hides two blue angelic-looking wings that are six feet long when fully extended under said trench coat. He could easily pass as an angel, except for the fact that on the end of each feather is a large, peacock-like eye. Oscar also wears a dark purple satchel over the trench coat, mainly filled with inscriptions of famous plays, a few cassette tapes, and an old fashioned Walkman complete with a set of headphones. He also wears practical light brown slacks and rainbow colored tennis shoes. Interestingly enough, he also has the two masks of drama on a faded leather necklace he never takes off.

Fighting Style: Oscar uses his wings to his advantage, throwing projectile with pinpoint accuracy at his foes vital points before most of them even know he is there. While he tries to avoid direct conflict, he will try to use his natural grace to help him avoid his opponents attacks if forced into close combat. To help with this, he tries to pick at their insecurities and doubts while the fight is going on, making the opponents attacks more predictable. Then, he waits for the opportunity to strike when his opponent's guard is lowered even slightly, no matter if he is high above the foe or right behind him.
Personality:Oscar is cool and collected. He prides himself on being manipulative and intelligent. . He will only hunt those he considers 'a stain upon the world', but that distinction is quickly becoming less distinct as his madness progresses. He will frequently hunt criminals and very rarely, other Kishin eggs, but leave helpless victims completely untouched. While he states that because he dislikes easy prey, it is really because he wants to improve the world in his own demented way, eliminating anyone who would cause others sorrow and leaving only joy in his wake. He is even willing to use his madness in order to brainwash people into being happy if it is the only way.
Oscar tries not to show his growing madness and distract himself from it. He justifies this by saying that if he didn't, meisters and their weapons would find him very easily by the madness wavelength. He uses his controlled madness to his advantage, getting close to those he wants to become his next victim, of pretending to be a helpless bystander himself. He particularly likes to use this technique on unexperienced meisters, having a particular hatred of them due to events in his past
When not on the hunt, Oscar is surprisingly amicable. While he may be a lunatic hell-bent on eliminating any form of sadness, no matter what the cost, he likes to try to cheer people up. Also, Oscar refuses to lie, stating that "Lies are a paltry form of deception, so why should anyone resort to using them." He sees this as adding to his manipulative ability rather than subtracting from it. He also has strange outburst of childishness, mainly due to his sheltered upbringing.

Abilities:
All-Seeing Eyes: Oscar can see any and all events happening within a mile of his when he uses his ability. However, it causes the fake eyes on his wings and hands to start to glow, making it only useful in private when searching for a victim., and it requires extreme concentration, leaving him helpless.
Feather Bullets: Oscar can shoot up to 3 fake feathers made of concentrated madness energy down upon his foes with pinpoint accuracy every 15 seconds. However, this ability is fairly useless in close combat, since he needs to aim his wings for it to work.
Flight: Since he has large wings and hollow bones, he is able to fly for extended periods of time. He rather enjoys the feeling and uses it to observe his targets along with his All-Seeing Eyes.
Mask of Madness: By touching a person's face, Oscar is able to create a 'mask' made of madness energy on them. While this effect only last an hour or two at the very most on a person with a very weak wavelength, it will make an opponent feel extreme joy for no reason. This is mainly used as a distraction during combat. It will only effect a meister or weapon for a minute at most.
Feather Blades: Oscar can encase his feathers in madness energy, causing them to glow with an ethereal light. They are almost as sharp as most swords and can be use them to defend himself from the attacks of meisters until he can get in the air again. He also uses them to dig out his victim's souls.

Weaknesses: He is very physically weak since he only trains his wings, he has very low pain tolerance and will freeze up if he is injured, and is does not think ahead, making him a very bad strategist.
Hobbies: Oscar enjoys Trivia-based games, bird watching, listening to old-fashioned music, and flying in the morning so he has the best view of the sunrise.
Likes: Comedies of all sorts, 'cleansing' the world, well-made tea, and happy people
Dislikes: Rain, people from Shibusen, criminals who commit heinous crimes, and negative emotions in general.
History: Oscar was born to a wealthy, upper-class family in London. While his mother was born to all this wealth, his father was a former member of the Russian mafia who ran away to marry his mother. However, because of the threat of someone from the mafia putting a hit on their only son, they were extremely over-protective of him and tried to make sure that every single one of their employees was screened for any possible criminal connections before being hired. His parents constantly argued, his mother saying that he should be homeschooled and stay on the state where he would be safe, and his father saying that he needs to go to a public school so he could have a normal childhood.
This, combined with the facts that they were busy with their work most of the time, he was left almost entirely in the care of his nannies, and he was forbidden from leaving his parent's estate due (his mother's orders), isolated him from most other people. He used his time alone to study, and knew a lot about anatomy since he dreamed of being a doctor. His only true friend was his nurse-maid's daughter, Mimi. They bonded over their mutual love of theatre and bird. They would spend hours reenacting a play, with Mimi in all the female roles and Oscar in all the male ones, only to collapse in fits of giggles randomly, then go look at the birds in Oscar's mother's garden. While Oscar loved the exotic peacocks that she had imported in, Mimi loved the simple bluebirds, saying they represented happiness. When they turned 12, Mimi made them two friendship necklaces, hers having the drama mask of comedy while Oscar's had the mask of tragedy.
On Oscar's 14th birthday, things began to go horribly wrong. People had been disappearing from London for week's but Mimi was determined that it would not get in the way of her present to Oscar: A hole in the fence that leads into the heart of London. Shocked at all the new sights, he hardly noticed anything suspicious. When Mimi asked him if he was being overwhelmed by all the sights and sounds, he lied and said he was fine, even though he was completely overwhelmed and really wanted to go home, but he didn't want to hurt Mimi's feelings. As they were returning to the estate after a long day in London, taking a few back alleys as shortcuts, Mimi turned to him and said "I'm glad you enjoyed it. Nobody should have to be sad ever!"
Then, the unthinkable occurred; A Kishin egg, the same one responsible for many of the 'disappearances', came out of the shadows and stabbed Mimi in the heart, killing her instantly. Oscar was absolutely terrified for his life, and was in disbelief that his best friend since childhood was actually dead. However, the Kishin Egg that killed Mimi was very old, and enjoyed tormenting people for his own amusement. However, his method of torment was more psychological. He forced the boy to eat his friend's soul after he ripped it out of her body, the pain of becoming a Kishin Egg and growing wings temporarily driving him insane. In this fit of madness, he tore the Kishin apart, leaving bloody chunks everywhere. As soon as he came to, he saw as the devastation and carnage he caused. He stayed there in that alley crying for almost the whole night. He knew that if anyone caught him, he would be killed instantly. Grabbing his friend's necklace, he ran away, swearing to himself that he wouldn't let this happen ever again.
Extra Notes:
Oscar leaves notes at the sites of his killings, stating the person's name and why he killed them. He also writes them in the victim's blood. As he becomes crazier and crazier as he consumes more souls, the reasons he killed them become much more inane, such as "He was frowning for over an hour yesterday." He also pulls their face muscles into a smile before rigor mortis sets in. He also has sloppy corpse makeouts with them.
He also puts himself on a diet to ensure that he will be able to fly. Thankfully for him, souls don't have calories.
He constantly moves around to try to affect as many people as possible.
He wants to try and create an organization in order to rid the world of 'true corruption', but lacks the resources necessary for such endeavors.
Oscar speaks and thinks with an odd syntax, making it difficult to understand him at points. This is due to him enjoying many older plays.

They wouldn't have to worry about this idiotic simpleton who calls himself Davis Brown any more.
Davis Brown was a stupid man is general. He supported corruption in his organization, kept his wife with his abusive tendencies and blackmail, and brought sorrow with him like a foul odor. Still, the Shibusen people did nothing about his since his soul was considered pure to them. Its strange, how they hunt down those like him with only minor infractions while sinister masterminds like Davis are allowed to run free. Time to free the world of his corruption.
The target was in the middle of the darkened alley. A shot to the neck killed him before he even realized what was going on. Nobody heard his short cry of agony, mixed with surprise, or his body collapsing to the floor. Making sure nobody was looking upwards with his All-Seeing Eyes, Oscar swooped down to begin his work. First, out came the soul. Cutting out the soul as carefully as could be was a challenge, but it was done, and the hole was hidden with the corpses hands. Next, to rid the world of the 'pure' soul. It slid down like throat easily, leaving a nice, satisfied feeling in the pit of his stomach. Next, he wrote a note explaining why he killed this man, and pulled his face into a smile. Another day, another murder. Time to move on to the next criminal.
